POSITION OBJECTIVES

The City of South Daytona is seeking a qualified and motivated Engineering Technician to oversee the planning, coordination, and execution of the City’s Capital Improvement Projects (CIP). This position plays a key role in ensuring the timely and cost-effective delivery of infrastructure projects, including transportation, storm water, and utility improvements. Responsibilities also include preparing and managing grant applications and funding agreements tied to local, state, and federal infrastructure funding sources. The position operates under the general supervision of the City Manager and requires strong coordination skills, construction oversight knowledge, and familiarity with municipal project funding mechanisms. The ideal candidate will be a high energy individual who can fill out the required forms and respond to requests by regulatory agencies in the completion of grant-related capital improvement projects. ESSENTIAL FUNCTIONS

  • Lead the coordination and oversight of City-funded and grant-supported Capital Improvement Projects, ensuring compliance with applicable timelines, budgets, and regulations.
  • Manage all phases of assigned projects, including planning, design review, procurement support, construction administration, and closeout.
  • Assist with preparing and submitting grant applications, managing funding agreements, and maintaining compliance with reporting and documentation requirements.
  • Interpret and review engineering plans, construction specifications, and technical reports.
  • Monitor contractor performance and quality control to ensure adherence to design and construction standards.
  • Coordinate regularly with consultants, contractors, and interdepartmental staff to resolve project-related issues.
  • Maintain accurate records, including project documentation, schedules, inspection logs, and correspondence.
  • Provide technical support and assist with public communications related to infrastructure projects.
  • Perform clerical duties and maintain files related to projects and grants.
  • Respond to inquiries and concerns from the public and provide timely information as needed.
  • Participate in emergency response duties and other assignments as directed.

QUALIFICATIONS

EDUCATION, Training and Experience

  • High school diploma or equivalent required.
  • Technical training or coursework in civil engineering, construction management, or related field preferred (typically gained through a program of up to 18 months beyond high school).
  • Minimum of one year of experience in public works, engineering, construction inspection, or project management.
  • Supervisory experience in construction is highly desirable.

(A comparable amount of training, education or experience can be substituted for the minimum qualifications.)

CERTIFICATIONS, LICENSES, REGISTRATIONS

  • Valid Florida Driver’s License.

EQUIPMENT USED

  • Regular use of a pickup truck, GPS equipment, AutoCAD, ArcView GIS, Microsoft Office, Adobe Acrobat, and other related office and field equipment.

WORK SCHEDULE & COMMUNICATION

  • Daily communication with department staff and public.
  • Weekly interactions with external agencies and contractors.
  • Moderate planning and scheduling responsibilities for assigned projects.

KNOWLEDGE, SKILLS, and ABILITIES

  • Demonstrated experience managing public infrastructure projects, particularly in transportation and storm water.
  • Knowledge of municipal, state, and federal codes, grant regulations, and construction standards.
  • Proficiency in AutoCAD, GIS software (ArcView), Microsoft Office Suite, and engineering-related tools.
  • Familiarity with grant funding programs (e.g., FDOT LAP, FEMA, CDBG, or other infrastructure grants).
  • Ability to interpret engineering drawings and specifications and monitor construction in the field.
  • Strong organizational skills with the ability to manage multiple projects concurrently.
  • Excellent communication and interpersonal skills to work effectively with staff, contractors, agencies, and the public.
  • Ability to work independently and make decisions within established policies and procedures.
  • Knowledge of occupational safety regulations and best practices for field inspections.
